I love little know vernacular and this one by President Joe Biden certainly has the American and probably world stumped.
I was listening to a story on NPR and then did some web searches.
President Biden attributes it as "As my football coach used to say..."
The consensus is that it is not flattering. It feels condescending as if to say, I have been where you have been kid.
I am definitely going to start using the expression.
